Measuring the Impact of the City’s Investments in Homelessness Response
Los Angeles has made unprecedented investments to help residents move from homelessness to housing—and now, for the first time, the City is systematically measuring what impact those investments are having. This effort marks a major step toward accountability and transparency, ensuring that public dollars are being used effectively. By tracking progress across key performance measures, the City can better understand what’s working and where improvements are needed to help more Angelenos find their way home.
Monthly Performance Reports
On August 26, 2025, L.A. City Council unanimously adopted 35 performance measures to better understand the impact of the City’s investments into regional homelessness response (Council File 25-0576).
By monitoring data on these 35 performance measures every month, we are helping City leadership and the general public better understand how the City’s investments are supporting people to move from homelessness to permanent housing and to improve the quality of their lives. Reviewing regular performance data also helps the City to strengthen its approach and better align its investments to positive impact.
These performance measures focus on the four areas in which the City makes the most significant investments in homelessness response, and investigate whether:
- Citywide street outreach activities are assisting people to come inside and into safety;
- Interim housing placements are helping people to prepare for and access permanent housing;
- Time limited subsidies are supporting people to bridge to stable permanent housing; and
- Permanent supportive housing is helping people to remain stably housed.
The City’s performance measures were developed by the Homeless Strategy Committee, which regularly reviews data to strengthen the City’s approach. At present, these measures are published on Council District 4’s website and included in this report. Once the new Bureau of Homelessness Oversight is established within the Los Angeles Housing Department, the Bureau will assume responsibility for publishing regular performance reports and making them available to
City leadership and the general public.
The City is Working to Secure Data on Case Management, Mental Healthcare, Substance Use Treatment, and Primary Health Care
Supportive services, including case management, mental healthcare, substance use treatment, primary health care, and other services are typically funded through Los Angeles County, rather than the City. Because the City does not fund these services, it has not historically had access to the related data. That is beginning to change through the work of the Executive Committee for Regional Homeless Alignment’s Best Practices for Standards of Care Committee, which is developing shared performance measures and data reporting standards for all regional supportive services regardless of funding source.
