As we approach the Fourth of July holiday weekend, we want to make sure you have the information and resources you need to celebrate safely and responsibly.
With much of Council District 4 located in Very High Fire Hazard Severity Zones — including the Hollywood Hills, Griffith Park, and neighboring hillside communities — our office is working closely with City departments and public safety partners to help keep residents, visitors, and first responders safe throughout the holiday weekend.
These coordinated efforts include enhanced traffic management, parking enforcement, and increased visibility from LAPD, Los Angeles Department of Transportation (LADOT), Park Rangers, and other City personnel. A number of our hillside parks and overlooks will also be closing early during the holiday weekend to minimize traffic congestion and ensure clear passage of emergency vehicles.
To protect our communities and natural spaces, please keep the following closures and restrictions in mind:

Runyon Canyon Park will close at 5pm on Friday, July 3rd, Saturday, July 4th, and Sunday, July 5th.

The Universal Overlook will close early Thursday evening, July 2nd and reopen Monday morning, July 6th.

The Jerome C. Daniel overlook will close early Friday evening, July 3rd and reopen Sunday, July 5th until 5pm.
-
There will be NO parking along Mulholland Drive from Multiview Dr. to Wrightwood Dr.
-
LAPD and LADOT will maintain an increased presence in the area.

As a reminder, all personal fireworks are illegal in the City of Los Angeles. Illegal fireworks pose a significant threat to our hillsides, wildlife, and open spaces, particularly during peak wildfire season.

COUNCIL VOTES ON REFORMS TO CITY CHARTER
|
This week, City Council took its initial vote on a package of proposed reforms to the City Charter.
While many crucial proposals were tabled for further discussion, several important initiatives moved forward, including creating a Capital Infrastructure Plan for the City, transitioning to a two-year budget cycle, increasing funding for our parks system, amending Charter language to allow Council to consider resident voting by ordinance, and critically — clarifying City Council’s role in oversight of LAPD policy.
The City Attorney’s office now has until July 1 to prepare the final language for the November ballot. The Council will then take its final vote to place the proposed reforms in front of voters. We will be sure to provide more details on the final outcome!

FÚTBOL FOR THE PEOPLE COMMUNITY WATCH PARTY UNITES CD4 IN THE SPIRIT OF SOCCER
|
Last Friday, over 1,000 neighbors, families, visitors, new fans and longtime fans, gathered at the Autry Museum for our CD4 Fútbol for the People community watch party as Team USA took on Paraguay in the FIFA World Cup.
Soccer is a sport that has always been a great unifier. It transcends borders, languages, and backgrounds. It is played in every country, loved by every culture, and understood without translation. But above all, soccer provides community. One rooted in joy and… a little heated rivalry.
Fútbol for the People reflected that joy, from cheering on the match, sharing food from different cultures, and engaging in good conversation. And, all in beautiful Griffith Park – the heart of our district and one of our City’s most beloved public spaces!
Thank you to our partners at the Autry Museum, Los Angeles Parks Foundation, Street Food Cinema, and Consulate General of Paraguay for helping make this event possible. As Los Angeles welcomes the world for the FIFA World Cup, we’re proud to create opportunities for Angelenos and visitors alike to celebrate this beautiful game together!

VENTURA PLACE WELCOMES STREET & PARKING IMPROVEMENTS
|
Towards the end of 2024, our office engaged with Studio City and Ventura Place business and community stakeholders to learn about their priorities. Issues that came up repeatedly were the desire for more parking, as well as concerns about double-parking and street safety.
We reached out to the Los Angeles Department of Transportation (LADOT) to address these issues, and they suggested a reconfiguration to add diagonal parking.
We’re excited to share that the new Ventura Place configuration is now fully operational!
By reconfiguring the existing lanes of traffic, we were able to implement diagonal parking on the north side of the street, adding a total of 19 new parking spots on Ventura Place. The new striping plan also has one travel lane in each direction, making the street safer to cross, calming traffic, and reducing double-parking.
We are grateful to the Studio City Business Improvement District, Studio City Chamber of Commerce, Studio City Neighborhood Council, Studio City Beautification Association, LADOT, and local business owners for their support in implementing a wonderful new improvement for the community!

A SAFER GRIFFITH PARK TAKES SHAPE WITH NEW CRYSTAL SPRINGS DRIVE IMPROVEMENTS
|
The completion last month of the Crystal Springs Drive Improvement Project (Phase 3 of the Griffith Park Safety & Active Transportation Improvement Plan) marked another major milestone in a years-long effort to improve safety, reduce cut-through traffic, and create better connections for everyone who walks, bikes, jogs, and drives through the park.
Following the tragic killing of Andrew Jelmert, who was hit by a speeding driver while biking, the need for safer infrastructure and stronger active transportation connections became even more urgent, galvanizing the community to demand change.
Since then, we’ve worked with the Los Angeles Department of Transportation (LADOT), Department of Recreation and Parks (RAP), Caltrans, and community advocates to deliver a series of improvements — from closing a portion of Griffith Park Drive to private vehicles to adding crosswalks, lighting upgrades, traffic calming measures, and protected bike lanes.
Thank you to everyone at RAP, LADOT, Friends of Griffith Park, Griffith Park Advisory Board, Los Feliz Improvement Association, Los Feliz Neighborhood Council, Streets Are For Everyone (SAFE), Streets For All, BikeLA, and many other partners who helped bring these improvements to life.

19 SCHOOL SAFETY ZONES EXPANDED IN CD4
|
We are thrilled to share that 19 schools in CD4, from the basin to the Valley, are receiving expanded 15 mph safety zones as part of the City’s effort to improve traffic safety near school campuses citywide. The proposal establishes 15 mph speed limits around 214 public and private schools across 474 street segments by the 2026–27 school year.
This effort is being led by Los Angeles Department of Transportation (LADOT), as part of the City’s broader Safe Routes to School and Vision Zero programs, which focus on reducing traffic-related injuries and fatalities involving students and pedestrians.
City data shows 56 percent of all fatal and severe injury collisions occur within a quarter mile of a school. Through improvements like these — including new safety signage, pavement markings, and traffic calming measures such as speed humps and speed tables — our office is committed to making the streets safer for everyone.

STEPS TO LIBERATION UPLIFT LGBTQIA+ COMMUNITY, HISTORY, AND ART
|
On International Day Against Homophobia, Biphobia, and Transphobia (IDAHOBIT), our office joined Founders Metropolitan Community Church, California LGBT Arts Alliance, Rainbow Advocacy Foundation, and community members from across Los Angeles for the ribbon cutting of the new “Steps to Liberation” art installation in Los Feliz.
Created by artist Lynn Segerblom, designer and co-creator of the original Rainbow Flag, the installation transformed the church steps into a vibrant public expression of solidarity and belonging. The event itself featured inspiring reflections on visibility, resilience, community, and love from speakers and performers across LA’s LGBTQIA+ community.
As we move toward the 50th anniversary of the Rainbow Flag in 2028, this celebration was a powerful reminder that public art can make people feel seen, welcomed, and connected — and that our public spaces should reflect the diversity and humanity of the communities that shape Los Angeles every day.

CARING FOR OUR SHARED SPACES ACROSS CD4
|
Community members across Council District 4 showed up last month to care for our shared spaces and one another at neighborhood cleanups, health resource events, defense trainings, Girl Scout meetings, and more!
|
We joined Volunteers Cleaning Communities for a 13 1/2 mile community cleanup along Vanowen Street.
|
Girl Scouts of Greater Los Angeles Troop 71073 gathered in Griffith Park to earn their Democracy for Daisies & Brownies badges. They also learned how laws are made and ways they can contribute to their communities to make them better for everyone.
|
Our office sponsored ONEgeneration’s Senior Symposium, a free annual event providing health screenings, community resources, raffles, and entertainment.

In partnership with Los Feliz Neighborhood Council and Junior High Los Angeles, we hosted a Los Feliz community training on de-escalation and rapid response, learning practical tools to support our immigrant neighbors.

Lace up your hiking boots and join our office and the Tom LaBonge Civic Project this Saturday, June 20th at 6PM for a guided sunset hike through Griffith Park. Make sure you are #CD4ready and join us at our upcoming wildfire safety fair at the Autry, Wildfire Day:LA! This event is a free, fun-filled, and family-friendly community preparedness event designed to help Angelenos gain valuable knowledge and resources on wildfire resilience, home protection, evacuation planning, insurance, animal safety, and community readiness.
Taking place on Saturday, June 27, from 10AM to 2PM at the Autry Museum of the American West, this special Saturday morning event brings together families, public safety agencies, community leaders, wildfire experts, and nonprofit organizations for a practical and engaging morning of learning, demonstrations, and activities.

As interest in Council District 4 grant opportunities continues to grow, our office will be making a few updates to the grant application and review process effective July 1, 2026.
To help us better manage the community’s many deserving requests, ensure responsible use of public resources, and give each application the thoughtful review it deserves, the grant portal will no longer remain open year-round. Moving forward, applications will only be accepted during designated grant cycles three times per year.
